Check which licence applies in Tower Hamlets
Tower Hamlets Council decides licensing, and the rules depend on the property and, in some boroughs, the ward. The council’s published position at the time of writing:
- Additional HMO licensing: applies to properties with 2 or more households and 3 or more tenants, or a resident landlord with more than 2 lodgers.
- Selective licensing: the council runs a separate scheme for other private rented homes; check your address on the council page.
- Mandatory HMO licensing applies for larger HMOs.
Always confirm your property on the Tower Hamlets Council licensing page. Licence applications are made to the council; we do not make licensing decisions. Licence conditions commonly ask for current gas, electrical and fire safety documents, which is where we help.

Managing several properties
Our landlord compliance packs group the checks each address needs. Use the letting agent compliance calendar to plan renewals across a portfolio. Asbestos surveys are handled by our specialist sister service, asbestoslondonsurvey.co.uk.
We coordinate qualified providers; accreditation is held by the individual provider who carries out each inspection.
This page is general information, not legal advice. Licensing schemes change; check the council’s current rules for your property.
